Implementation issues

What are the planning indicators for demonstration projects?
- community characteristics, e.g. duration of toothache, school absenteeism, work absenteeism, (oral) hygiene and infection
- availability of fluoride in the environment
- new index, the PUFA/pufa index in addition to DMFT/dmft 
- body mass index (BMI) in relation to advanced untreated dental caries in children
- people's habits, tobacco smoking, alcohol use, hygiene and sanitation and utilization of dental care
- perceived needs and treatment demands
- infrastructure and structures of primary health care (PHC)
- annual budget, human (workforce) and financial resources 

What are the barriers to successful implementation?
